Amends Minnesota Statutes 2008, section 414.0325, subdivision 6 to address orderly annexation agreements and their legal validity.

Establishes that orderly annexation agreements are binding contracts enforceable in district court in the county where the unincorporated property is located.

Provisions of orderly annexation agreements are not preempted by other state law unless the agreement specifically provides otherwise.

If an orderly annexation agreement provides exclusive procedures for annexing identified unincorporated property, that municipality cannot annex the property through any other procedure and no other city may annex the identified area.
