HF 3255 Summary

• Amend Minnesota Statutes 2008, section 216H.02, subdivision 4 to require greenhouse gas reduction plans estimate 1990 and 2005 emissions and project emissions for 2015, 2025, and 2050.

• Plans must identify, evaluate, and integrate statewide greenhouse gas reduction options across all emission sectors and assess costs, benefits, and feasibility of implementing those options.

• Plans must recommend an integrated set of reduction options and strategies to achieve emissions goals with associated cost and benefit analysis for Minnesotans.

• Plans must estimate statewide greenhouse gas emissions reductions from existing state policies and recommend a system for reporting statewide greenhouse gas emissions with facility identification requirements.

• Repeal Minnesota Statutes 2008, section 216H.03, which previously prohibited construction of coal plants or importation of coal-generated electricity unless a comprehensive greenhouse gas control plan was enacted; provisions effective the day following final enactment.
