Modifies medical assistance dental coverage for nonpregnant adults to include comprehensive exams once every five years, periodic exams annually, limited exams, bitewing x-rays annually, panoramic x-rays or full-mouth radiographs every five years, prophylaxis annually, fluoride varnish annually, posterior fillings at amalgam rate, anterior fillings, endodontics on anterior and premolars, removable prostheses every six years, oral surgery, palliative treatment, periodontal scaling and root planing every five years, and sedation when medically necessary by board-certified oral surgeons.

Expands coverage for children to include posterior fillings at amalgam rate, sealants once every five years per permanent molar, and fluoride varnish every six months, with services limited to medically necessary care.

Establishes criteria for designating critical access dental providers, including at least 40 percent patient encounters with uninsured or publicly insured patients, or operation as a nonprofit with over 10,000 annual patient encounters, or association with University of Minnesota dental education programs.

Prohibits designation of dentists subject to fraud-related disciplinary action with three or more unresolved infractions within two years, postinvestigation actions, failure to meet quality standards, or those not serving all Minnesota health care programs.

Appropriates $3,000,000 from the general fund for fiscal year beginning July 1, 2010, to the commissioner of human services for medical assistance payments to critical access dental providers.
