Establishes new benefit accounts under Minnesota Statutes section 268.07, subdivision 3, when applicants create an account within 39 weeks of expiration on a prior benefit account.

Sets weekly benefit amount on new accounts at no less than 80 percent of the weekly benefit amount from the prior benefit account.

Overrides the standard benefit calculation rules in Minnesota Statutes section 268.07, subdivision 2, paragraph (b) for these new accounts.

Applies to benefit accounts effective on or after the first Sunday following enactment and expires June 30, 2011.
