HF 3276 Summary

• Amends Minnesota Statutes 2009 Supplement, section 243.166, subdivision 1b to add criminal abuse of a vulnerable adult as a registrable offense under the predatory offender registration law.

• Requires registration for persons charged with or convicted of felony violations of criminal abuse under section 609.2325, subdivision 1, paragraph (b), along with related crimes including false imprisonment, soliciting minors for prostitution or sexual conduct, and possession of pornographic material involving minors.

• Requires registration for persons found not guilty by reason of mental illness or mental deficiency, or found guilty but mentally ill, after trial for listed offenses, and those committed pursuant to court commitment orders under section 253B.18 or similar state/federal laws.

• Applies registration requirements to out-of-state convictions for offenses that would constitute registrable crimes if committed in Minnesota, requiring 14-day Minnesota residency and applying a 10-year registration period unless subject to longer state or lifetime registration requirements.

• Effective August 1, 2010, and applies to crimes committed on or after that date.
