Requires the House of Representatives and Senate to wait at least 24 hours before considering a conference committee report on a major budget bill.

Defines major budget bills as primary bills each annual legislative session that establish tax policy and determine tax revenues.

Includes bills that make or adjust appropriations for early childhood education, K-12 education, higher education, agriculture, economic development, health and human services, state government, transportation, public safety, environment and natural resources, and capital investment.

Amends Minnesota Statutes, chapter 3, to codify the 24-hour waiting period requirement.
