Establishes supplemental application fees for utility licenses crossing public lands and waters: $1,500 for public water crossings and $4,500 for public lands crossings.

Commissioner of natural resources must provide applicants with monitoring fee estimates before payment and may not issue licenses until all fees are paid in full.

Upon construction completion, commissioner shall refund any unobligated balance from monitoring fees but retains all application fees regardless of withdrawal or denial.

Commissioner shall waive supplemental application fees for utility crossings on existing public road rights-of-way.
