• Pesticide dealers, agricultural pesticide dealers, and pest control applicators must develop and maintain plans describing pesticide storage, handling, incident response, and disposal practices to be kept at a principal business site and submitted to the commissioner upon request.

• Board authority expanded to establish tuberculosis control and eradication zones and restrict movement of cattle, bison, goats, and farmed cervidae; zones can require livestock testing, permits, identification, and risk assessments for interaction with free-ranging deer and elk.

• Native Grasses and Wildflower Seed Production Incentive Loan Program (Minnesota Statutes 2008, section 17.231) is repealed.
