Urges the President and Congress of the United States to amend the American Legion's Congressional charter to authorize membership for all veterans, removing current wartime service restrictions.

Notes the American Legion was chartered by Congress on September 16, 1919, and Legion membership is currently limited to veterans who served at least one day of active duty during congressionally-defined wartime periods.

States that Legion posts in rural areas have experienced severe membership declines due to wartime service eligibility restrictions, and there is extensive support among Legion members to expand membership to all veterans.

Directs the Minnesota Secretary of State to prepare and transmit copies of this memorial to federal officials including the President, Congress leadership, Senate and House Veterans Committee chairs, Minnesota's congressional delegation, and the national American Legion commander.
