HF 3308 Summary

• Amends Minnesota Statutes section 123B.57 to simplify the capital expenditure health and safety revenue program for school districts.

• Establishes that health and safety projects with estimated costs of $500,000 or more per site are eligible for alternative facilities bonding and levy revenue if they meet all other requirements.

• Requires school districts to adopt a health and safety policy and submit capital expenditure health and safety revenue applications by commissioner-determined deadlines.

• Expands eligible uses of health and safety revenue to include fire protection equipment, asbestos remediation, hazardous waste cleanup, indoor air quality improvements, radon testing, pool safety, lead and copper testing, vaccinations, and environmental management costs.

• Effective July 1, 2010; prohibits the commissioner from conditioning eligibility on district compliance status or mandating additional performance criteria as prerequisites for levy approval.
