Appropriates $4,287,806,000 total for fiscal years 2010-2011 across transportation categories including General ($194,270,000), Airports ($41,568,000), C.S.A.H. ($1,021,264,000), M.S.A.S. ($275,403,000), Special Revenue ($98,126,000), H.U.T.D. ($19,376,000), and Trunk Highway ($2,637,799,000).

Establishes $191,000 appropriation for Vehicle Crimes Unit to investigate registration tax and motor vehicle sales tax liabilities and illegal activity related to vehicle sale, transfer, titling, and registration.

Designates Vehicle Crimes Unit investigation revenues as $454,000 for highway user tax distribution fund, $303,000 for transit assistance fund, and $50,000 for general fund with $693,000 base funding in each of fiscal years 2012-2013.

Restricts commissioner authority to prevent spending trunk highway fund money on capital security and prohibits permanent transfer of state troopers from patrolling highways to capital security.

Allocates $800,000 first year and $600,000 second year from trunk highway fund to Office of Pupil Transportation Safety under Commercial Vehicle Enforcement appropriation of $7,996,000.
