HF 3311 Summary

• Establishes a community-centered schools pilot project in Independent School District No. 286, Brooklyn Center, and Independent School District No. 624, White Bear Lake, operating for fiscal years 2011 through 2013.

• Creates a project manager position to develop partnerships between schools and community organizations to improve student learning and meet educational needs.

• Allows participating schools to start the academic year before Labor Day (but not before August 1) for fiscal years 2011 through 2013, notwithstanding Minnesota Statutes section 120A.40.

• Appropriates $500,000 in fiscal year 2011: $100,000 each to ISD 286 and ISD 624 for project manager costs and educational content, and $300,000 combined for design and remodeling of early education classrooms.

• Requires participating schools to report findings to the Department of Education by January 15, 2015, including data on student attendance, achievement, community services coordination, and family participation.
