Modifies criminal penalties for violations of natural resource statutes, establishing misdemeanor penalties for violating sections 84D.06-84D.10 and gross misdemeanor penalties for importing, purchasing, selling, or propagating prohibited invasive species.

Establishes gross misdemeanor penalty for refusing to obey orders from peace officers or conservation officers to remove prohibited invasive species or aquatic macrophytes from watercraft, trailers, or plant harvesting equipment.

Defines "CIBRS" (Comprehensive Incident-Based Reporting System) as located in the Department of Public Safety and managed by the Bureau of Criminal Apprehension, and expands definition of "law enforcement agency" to include the Enforcement Division of the Department of Natural Resources.

Authorizes wildlife area managers, enforcement officers, and employees designated by the commissioner of natural resources to use silencers for firearms during wildlife control operations requiring stealth, without the previous July 1, 2011 sunset date.

Requires the commissioner of natural resources to establish written policies governing silencer use, limit Department of Natural Resources silencer devices to no more than ten, and maintain direct custody and control of devices when not specifically authorized for use.
