Enacts the Uniform Unsworn Foreign Declarations Act, allowing declarations made under penalty of perjury by individuals physically located outside the United States to have the same legal effect as sworn declarations.

Applies only to unsworn declarations by declarants physically located outside U.S. boundaries, including Puerto Rico and U.S. territories, excluding declarations made on property within U.S. boundaries subject to another country's or federally recognized Indian tribe's jurisdiction.

Exempts depositions, oaths of office, oaths required before specified officials other than notaries public, real estate recording documents, oaths under section 524.2-504, and powers of attorney from unsworn declaration provisions.

Establishes a required form for unsworn declarations stating "I declare under penalty of perjury under the law of Minnesota that the foregoing is true and correct, and that I am physically located outside the geographic boundaries of the United States" with execution date, location, printed name, and signature.

Amends Minnesota Statutes section 609.48 to include writings made according to section 358.115 as grounds for perjury charges when false material statements are made; effective August 1, 2010.
