Prohibits towing authorities from towing motor vehicles that visibly display a plate or certificate identified in Minnesota Statutes section 169.346, subdivision 1, clause (4), item (ii).

Creates exceptions allowing towing of vehicles with disability plates or certificates only when the vehicle is described in subdivision 2, paragraph (b), clause (1), item (ii).

Amends Minnesota Statutes 2008, section 168B.04 by adding subdivision 3 regarding the prohibition on towing vehicles with disability designations.

Amends Minnesota Statutes 2008, section 169.041, subdivision 5 to establish conditions under which towing authorities may not tow motor vehicles, including those with expired registration tabs expired less than 90 days or vehicles at parking meters with fewer than five unpaid parking tickets.
