Amends Minnesota Statutes 2008, section 97B.405 to modify bear hunting license drawing procedures.

Allows the commissioner to limit the number of bear hunters in an area if necessary to prevent overharvest or improve hunter distribution, with preference given to previously unsuccessful applicants.

Permits persons to apply for permits in multiple areas simultaneously during a drawing and rank their choice of area.

Requires persons selected through a drawing to purchase a license by August 1, with remaining available licenses issued on a first-come, first-served basis beginning August 2 to eligible persons.
