Amends Minnesota Statutes 2008, section 514.011, subdivision 2 to modify the mechanics lien notice requirement timeline from 45 days to 60 days after a subcontractor first furnishes labor, skill, or materials for property improvement.

Requires subcontractors to provide written notice to the property owner or owner's authorized agent by personal delivery or certified mail stating their lien rights and estimated charges.

Notice must be in at least 10-point bold type if printed, or capital letters if typewritten, and include the subcontractor's name and address, the contractor's name, and the type of service or material provided.

Allows property owners to pay subcontractors directly and deduct the amount from contract price, or withhold payment from the contractor for 120 days after improvement completion unless a lien waiver is provided.

Provides that failure to strictly comply with notice requirements does not forfeit lien rights if a good faith effort to comply is made, unless the owner or another lien claimant proves damage resulted from the failure to comply.
