Appropriates $2,500,000 from state bond proceeds to the commissioner of administration to design, construct, furnish, and equip a veterans facility in Harmony to be operated by the Department of Veterans Affairs.

Authorizes the commissioner of administration to accept contributions of land or money from private individuals, businesses, local governments, veterans service organizations, and other nonstate sources as matching funding for federal grant solicitation.

Directs the commissioner of finance to sell and issue state bonds up to $2,500,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
