Increases debt service equalization aid appropriations to $16,900,000 in fiscal year 2012 and $19,175,000 in fiscal year 2013 and later.

Allows charter schools with fewer than 150 students where 100 percent of enrollment qualifies for special education services to request accelerated cash flow aid payments from the commissioner of education.

Requires the commissioner to approve properly submitted acceleration requests within 30 days and modify payment schedules accordingly.

Mandates the commissioner delay special education aid payments to other school districts and charter schools proportionally to offset the accelerated payments and maintain unchanged overall aid savings annually.

Effective the day following final enactment (May 26, 2010) for all school district and charter school payments made on or after that date.
