Amend Minnesota Statutes section 161.32 to require the commissioner to use life-cycle cost analysis as the basis for alternative bidding in which bidders may select alternative project designs using alternative paving materials, effective for all contracts entered into on or after January 31, 2011.

Establish a statewide uniform standard for life-cycle cost analysis based on the net present value method of comparative analysis of alternate paving materials from the Federal Highway Administration, to be developed by January 15, 2011.

Require the commissioner to perform life-cycle cost analysis for each applicable project (construction, reconstruction, resurfacing, or reconditioning of trunk highway projects meeting minimum size requirements) and document the lowest life-cycle costs and justification if an alternative strategy is chosen.

Define "applicable project" to exclude overlays, projects on two-lane roads with less than two miles of length, and projects on multilane roads with less than 30,000 square yards of paving within construction limits.

Require annual reporting to transportation committees beginning January 15, 2012, on life-cycle cost analysis results and alternative bidding outcomes, including projects awarded using alternative bidding and those identified as unsuitable for alternative bidding.
