Mandates the person elected to the recorder position at the last general election must continue serving until their term ends or a vacancy occurs, whichever is earlier.

Requires the county board to publish notice of intent to make the office appointive once weekly for two consecutive weeks and provide public comment opportunity at the next regular meeting before formal adoption.

Allows the resolution to take effect without voter approval unless a petition signed by at least 10 percent of registered county voters is filed within 30 days, triggering a referendum requiring majority voter approval.
