Modifies Minnesota Statutes section 117.226 to clarify right of first refusal requirements when condemning authorities dispose of publicly owned property acquired through eminent domain.

Requires condemning authorities to offer surplus property to former owners at the lower of the original condemnation price or current fair market value, except when federal funding requirements mandate a different valuation.

Applies different valuation standards for property interests obtained with federal highway funding under U.S. Code title 23 or transit funding under U.S. Code title 49.

Requires attorneys to prepare and record a certificate in the county recorder or registrar of titles office if the former owner cannot be located or declines to repurchase, which serves as prima facie evidence that the right of first refusal has terminated.

Mandates that before offering surplus property to local governments or for public sale, the commissioner of administration or natural resources must first offer it to the former owner.
