Prohibits incumbents in unclassified state service positions from being appointed to classified service positions before the first Monday in January 2011 if the position was transferred from unclassified to classified service after the bill's effective date.

Requires the Commissioner of Management and Budget to report to the Legislature Coordinating Commission on any person appointed to classified service before the first Monday in January 2011 who previously served in unclassified service in the executive branch.

Reports must be submitted within ten days of each appointment and include the appointee's name, former position, and new position.

Section becomes effective the day following final enactment.
