Regulate subdivision development by amending Minnesota Statutes 2008, section 462.358, subdivision 2a to establish standards for local government subdivision regulations covering lot sizes, structures, utilities, streets, public areas, and environmental protections including solar energy access and flood plain protection.

Allow municipalities to condition approval on construction and installation of utilities and improvements, with financial security through cash deposits, certified checks, irrevocable letters of credit, bonds, or other security instruments.

Require municipalities to return financial securities within 30 days of applicant certification that conditions are met, with accrued interest paid to applicant if not released within the 30-day period.

Prohibit municipalities from requiring conditions in development contracts relating to building permit fees, park fees, transportation fees, or off-site improvements unless they have a direct and proportionate relationship to the subdivision or are authorized by law.

Mandate municipalities provide applicants a copy of the development contract at least five working days before subdivision approval, including all relevant terms, conditions, and project-specific exhibits.
