Increases penalties for placing watercraft or equipment with prohibited invasive species in non-infested waters to $500 for first offense and $1,000 for subsequent offenses.

Raises penalty for failing to drain water from watercraft before leaving infested waters from $50 to $250.

Sets $100 penalty for intentionally damaging, moving, removing, or sinking Eurasian water milfoil buoy markings.

Establishes $200 penalty for transporting infested water off riparian property without required permit.
