Exempts domestic abuse or sexual attack victim support programs from state data practices requirements when employees or volunteers are not under direct government entity supervision.

Defines "domestic abuse" and "sexual attack" by reference to existing Minnesota Statutes sections 518B.01, subdivision 2, and 611A.21, subdivision 2.

Allows contractual relationships between government entities and such programs while requiring compliance with sections 611A.32, subdivision 5, and 611A.371, subdivision 3.

Classifies data from contractual relationships between programs and government entities as private or nonpublic data, excluding programmatic and financial reports, contracts, and grant agreements.
