Modifies the definition of "tank" to exclude mobile tanks except those in transport, and excludes pipeline facilities regulated under federal Natural Gas Pipeline Safety Act and Hazardous Liquid Pipeline Safety Act.

Adds new definition of "tank in transport" as a liquid fuel cargo tank used to deliver petroleum into storage tanks.

Grants the board authority to adopt rules using expedited procedures for competitive bidding requirements and written proposal/invoice requirements for consultant services.

Authorizes the revisor of statutes to adjust dollar amounts in board rules upon written notification of adjusted amounts determined by the board.

Changes the definition of "commissioner" in petroleum tank statutes to include the commissioners of Pollution Control Agency, Commerce, and Agriculture.
