Amends Minnesota Statutes 2008, section 239.752 to modify requirements for petroleum storage tank marking and capacity identification at retail locations and bulk storage facilities.

Requires identification tags or tank collars on fill pipes of petroleum product storage tanks, constructed from aluminum, stainless steel, or plastic with permanent enamel paint or powder coating in specified colors (light blue for gasoline, white for alcohol products, dark green for petroleum distillates).

Identification tags must be at least 3-1/2 inches by 3-1/2 inches with lettering at least three-eighths of one inch high, securely affixed using steel band clamps or nylon ties, positioned for easy reading during tank filling.

Establishes specific product identification requirements for storage tanks, including gasoline (with octane ratings and product names), alcohol-based fuels (ethanol, methanol, E85, M85), and petroleum distillates (various diesel grades, kerosene, and jet/turbine fuel with tax status designations).

Exempts petroleum refineries and terminals from these storage tank marking requirements.
