Appropriates $20,000,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for construction of interchanges on trunk highways that promote economic development, increase employment, relieve traffic congestion, and promote traffic safety.

Requires allocation of the $20,000,000 appropriation with 50 percent to the department's metropolitan district and 50 percent to districts in greater Minnesota.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,000,000 in accordance with Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution, article XIV, section 11.

Requires bond proceeds (excluding accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund at times and in amounts requested by the commissioner of transportation.

Takes effect the day following final enactment.
