Transfer 50 percent of the Minnesota Correctional Facility-Moose Lake from the Commissioner of Corrections to the Commissioner of Human Services by January 1, 2011, for housing persons in the Minnesota sex offender program.

Transfer 50 percent of offenders incarcerated at the facility to a privately owned and operated medium security correctional facility by December 31, 2010, or to other state/local/private facilities if negotiations with the private facility fail.

Appropriate funds from bond proceeds to design, renovate, construct, furnish, and equip the conversion of 50 percent of the facility into a secure residential facility for the sex offender program.

Authorize the Commissioner of Management and Budget to sell and issue state bonds in an unspecified amount to fund the capital improvements under Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Appropriate general funds to the Commissioner of Corrections for fiscal year ending June 30, 2011, to cover costs of transferring and incarcerating inmates under the facility transfer provisions.
