Commissioner of labor and industry shall adopt rules for window fall prevention devices as part of the State Building Code, including safety screens, hardware, guards, and other compliant devices.

Rules shall require compliance with ASTM International standards contained in the International Building Code, with amendments as necessary to coordinate with other adopted Minnesota building codes.

Rules shall establish scope including applicable building occupancies and types, locations, and sizes of windows requiring fall device installation.

Rules shall not apply to windows with a sill bottom more than 22 inches above the finished floor.

Rules become effective July 1, 2009, with the commissioner reporting to the legislature on rulemaking status by February 15, 2008.
