Requires health plan companies and managers of preferred provider networks to submit comprehensive medical claims data to plan sponsors on an annual basis.

Defines "comprehensive medical claims data" as participant-specific information including claims, diagnostic codes, provider pricing, and reimbursement details submitted for reimbursement under a health plan.

Defines "plan sponsor" as employers, employee organizations, or groups of employers and employee organizations that establish or maintain health benefit plans.

Requires data submission to be provided in an electronic format agreed upon by the plan sponsor and the health plan company or preferred provider network manager submitting the data.

Amends Minnesota Statutes, chapter 62J, to add these medical claims data transparency requirements.
