Direct the Commissioner of Health to assess and develop a plan to reduce sexually transmitted infection rates statewide by January 15, 2011, including estimated annual healthcare costs for untreated STIs in children and young adults ages 15-24.

Appropriate $3,000,000 for family planning special project grants and $1,500,000 for STI detection, treatment, and community education, with $1,000,000 specifically for chlamydia and gonorrhea services in high-prevalence areas.
