Require public water suppliers serving more than 1,000 people in the metropolitan area to implement conservation rate structures by January 1, 2010, and all remaining public water suppliers to do so by January 1, 2013.

Define "conservation rate structure" as a rate design that encourages conservation through increasing block rates, seasonal rates, time of use rates, individualized goal rates, or excess use rates, treating each residential unit individually in multiple-family dwellings and manufactured home parks.

Exempt public water suppliers lacking proper measuring equipment to track water usage as of July 1, 2008 from conservation rate structure requirements.

Require public water suppliers and governing bodies of municipalities and counties to charge residential water and sewer rates to manufactured home parks that are proportionate to the cost of furnishing the service, notwithstanding local charter restrictions.

Make both sections effective January 1, 2012.
