Proposes amendment to Minnesota Constitution, article IV, section 23 to eliminate governor's authority to item veto appropriations for capital purposes specified in article XI, section 5, paragraph (a).

Requires executive branch official to sell and issue bonds necessary to provide funding for capital purposes as soon as practical, unless the Speaker of the House of Representatives and the leader of the majority caucus in the Senate authorize a delay.

Legislature may provide by law conditions under which the Speaker of the House of Representatives and the majority Senate leader may authorize a delay in bond sale and issuance.

Proposed amendment must be submitted to voters at the 2010 general election with the question: "Shall the Minnesota Constitution be amended to eliminate the authority of the governor to item veto appropriations for public improvements of a capital nature and to require the executive branch to sell bonds to finance these improvements as soon as practical unless legislative leaders authorize a delay?"
