• Amends Minnesota Statutes 2008, section 168.123, subdivision 2 to establish design requirements for veterans' special license plates based on military service era and medals received.

• Vietnam veterans who served after July 1, 1961, and before July 1, 1978 receive plates bearing "VIETNAM VET" with "VV" characters preceding the plate number.

• Pearl Harbor survivors stationed on Oahu, Hawaii, or offshore during the December 7, 1941 attack receive plates bearing "PEARL HARBOR SURVIVOR" with "PH" characters preceding the plate number.

• Iraq and Afghanistan war veterans receiving the Iraq Campaign Medal, Afghanistan Campaign Medal, or Global War on Terrorism medals receive plates with facsimiles of their respective medals and inscriptions "IRAQ WAR VET," "AFGHAN WAR VET," or "GWOT VETERAN" below the plate number.

• National Guard and military reserve members who received federal orders for state active service and earned the Global War on Terrorism Service Medal are eligible for GWOT license plates regardless of whether they qualify as veterans under standard definitions.
