Adds a new subdivision (6a) to Minnesota Statutes 2008, section 127A.45 allowing charter schools with fewer than 150 students where 100 percent of enrollment is eligible for special education services to request accelerated cash flow from the commissioner of education.

Requires the commissioner of education to approve properly submitted requests within 30 days of receipt and accelerate all state aid cash flow payments according to the school's requested schedule.

Mandates that the commissioner delay special education aid payments to other school districts and charter schools proportionally to offset the accelerated payments and ensure overall aid payment savings remain unchanged for any fiscal year.

Takes effect the day following final enactment and applies to school district or charter school payments made on or after that date.
