Amends Minnesota Statutes to require charter schools that provide screening programs to comply with early childhood health and developmental screening requirements in sections 121A.16 to 121A.19.

Requires charter schools and school districts to inform families about developmental screening availability and the state requirement for children to receive screening or provide health records indicating comparable screening from a public or private health care provider within 30 days of kindergarten entry.

Defines the early learning and care system as a coherent structure encompassing research-based curriculum, child assessments, performance standards, family supports, professional development, and governance efforts to prepare children for kindergarten.

Establishes school readiness program eligibility for children at least three years old on September 1 who have completed health and developmental screening and have one or more risk factors including free/reduced lunch eligibility, English language learner status, homelessness, IEP/IIIP status, or identified developmental risk factors.

Adds school readiness programs to the list of allowable uses for general community education revenue and allows school districts to use up to ten percent of community education revenue for equipment used exclusively in community education programs.
