Establishes continuing education requirements for registered instructors, including five continuing education credits for renewal, with options to earn credits through board service, college courses, and trade shows.

Adds provisions for transfer of student hours between barbering schools within ten days of written request and extends apprenticeship certificates for individuals serving active duty in the armed forces or incarcerated in correctional facilities.
