Instruction permit holders under age 18 must be accompanied by and supervised by a certified driver education instructor, parent or guardian, or a licensed driver age 21 or older, with the supervisor occupying the seat beside the permit holder.

Permit holders are prohibited from operating a vehicle while communicating over or operating a cellular or wireless telephone, whether handheld or hands-free, when the vehicle is in motion; violations are petty misdemeanors except when made solely to obtain emergency assistance or prevent crime or danger.

Permit holders must maintain a clean driving record free of convictions for moving violations and specific traffic offenses, or the commissioner shall suspend, cancel, or revoke the permit.

Permit holders may only operate a vehicle when displaying a "student driver" sticker or magnet issued by the commissioner of public safety; violations are petty misdemeanors but officers cannot issue citations unless the vehicle was stopped for another moving violation unrelated to equipment.

Instruction permit applicants under age 18 may obtain a "student driver" sticker for $5 or magnet for $10, with fees deposited in the driver services operating account; these provisions are effective July 1, 2010.
