Requires the statewide electronic licensing system to provide online environmental assessment worksheets for governmental units, effective July 1, 2011.

Modifies the definition of "small employer" from 50 to 100 current employees under the Small Employer Health Benefits Act, effective August 1, 2010.

Permits individual or group health plans approved in other states to be sold to Minnesota residents if they meet specified requirements, including state insurance regulator accreditation and compliance with Minnesota underwriting standards, effective January 1, 2011.

Allows for-profit health maintenance organizations to obtain certificates of authority on the same basis as nonprofit entities for providing health plan coverage under the out-of-state health plan provisions.

Reduces the corporate franchise tax rate from 9.8 percent to 7.85 percent, effective for taxable years beginning after December 31, 2009.
