• Modifies the Children and Community Services Act by changing service plan review requirements from every two years to allowing review and updates whenever either the state or county deems it necessary, effective January 1, 2010.

• Requires county food stamp offices to screen applicants on the day of application and issue food stamps within seven days to those meeting federal expedited issuance criteria and having immediate need.

• Repeals the diversionary work program (DWP) and related statutory sections, eliminating this temporary assistance program for needy families.

• Establishes work participation cash benefits of $50 per month for employed participants exiting the Minnesota family investment program (MFIP), available for up to 24 consecutive months with specified work hour requirements based on family composition.

• Creates family stabilization services for MFIP participants not making progress due to employment barriers, including case management, employment services, education, and supportive services to promote self-sufficiency.
