Amends Minnesota Statutes 2008, section 216B.241, to add provisions for large solar electric generating plants located on closed landfills owned by the Minnesota Pollution Control Agency.

Defines a "project" as a solar electric generation project with arrays of solar photovoltaic cells with a capacity of up to five megawatts on a closed landfill site.

Allows cooperative electric associations to include purchases of electric energy from solar projects in their conservation improvement plans, with cost-effectiveness evaluated using different standards if the commissioner determines it serves the public interest in encouraging solar energy use.

Permits kilowatt hours of solar energy purchased from a project to count toward the energy-savings goals required under existing conservation improvement plan requirements.

Prohibits expenditures for solar energy purchases from being used to meet revenue expenditure requirements under existing energy conservation statutes.
