Establishes a quality rating and improvement system (QRIS) framework to ensure Minnesota children have access to high-quality early learning and care programs in various settings, with all children fully ready for kindergarten by 2020.

Creates a standards-based voluntary quality rating system based on the Minnesota quality rating system rating tool and common child outcome and program standards approved by the legislature and governor, with evaluation results informing the framework.

Requires the state to develop a plan approved by the legislature and governor to link future early learning and care state funding to the quality rating framework in compliance with federal requirements.

Mandates the state provide recommendations to early childhood education finance committees by March 15, 2011, establishing a common set of child outcome and program standards, a funding linkage plan, and a resource realignment plan.

Prohibits implementation of a statewide quality rating and improvement system without legislative approval.
