Establishes licensing requirements for persons who design, install, maintain, pump, inspect, or provide service to subsurface sewage treatment systems, administered by the Pollution Control Agency Commissioner.

Licenses apply to systems designed for flows of 10,000 gallons per day or less that do not require a state permit and exempts licensees from additional requirements under section 326.03.

Exempts from licensing requirements: qualified government employees who are certified professionals, homeowners constructing systems on their own property for single or seasonal dwellings (unless prohibited by local ordinance), farmers pumping and disposing of sewage waste, and laborers working under certified supervision.

Requires licensees to obtain general liability insurance and a corporate surety bond of at least $10,000, with a designated certified individual identified for the business.

Mandates the Pollution Control Agency to work with the University of Minnesota Extension Service or other higher education institutions to provide training and design guidance for subsurface sewage treatment system certified professionals.
