Requires the governor to mandate all state executive departments, institutions, and agencies prepare budgets using zero-based budgeting methods for each biennium beginning in fiscal year 2012.

Defines zero-based budgeting as treating the prior biennium budget as zero and requiring each proposed expenditure to be justified as if it were a new expense.

Commissioner of Management and Budget shall provide technical assistance to departments and adopt rules for implementing zero-based budgeting across state agencies.

Each department must submit a zero-based budget plan including activity descriptions, adverse impact estimates, program outcomes, minimum service level expenditures, current service level expenditures, personnel requirements, and a ranking of activities by contribution to agency goals.

Legislature, judicial branch, and public employees' retirement system must submit budgets in the same format as the executive budget with revenue projections based on Minnesota Management and Budget estimates.
