Amends Minnesota Statutes 2009 Supplement, section 198.003, subdivision 4a, regarding the commissioner of veterans affairs authority over federal funding.

Changes the commissioner's authority from being "authorized to" apply for and accept federal funding to having the authority to "may" apply for, accept, and spend federal funding for purposes related to veterans affairs.

Clarifies that the commissioner has discretionary authority to apply for and utilize federal funding rather than mandatory or limited authorization.
