Board of Teaching must adopt rules requiring skills examinations in reading, writing, and mathematics for initial teacher licensure, with remedial assistance provided by colleges and universities for those who do not achieve qualifying scores, including English language learners.

Board must adopt rules requiring candidates for initial licenses to teach prekindergarten or elementary students to demonstrate knowledge and skills in scientifically based reading instruction, reading comprehension, reading assessment, and reading development foundations.

Board must require teacher educators to work directly with elementary or secondary school teachers in actual school settings to obtain periodic exposure to the teaching environment.

Board must design assessment systems for initial and first continuing licenses that require candidates to demonstrate abilities necessary to perform representative teaching tasks at appropriate levels.

Board of Teaching must develop and submit recommended rules for a multitiered teacher licensure structure to education policy committees by February 1, 2011, and must not adopt such rules without specific legislative authority.
