• Establishes a new one-time grant program for high school-to-college developmental transition students, with up to $1,000,000 annually available beginning fiscal year 2012.

• Redefines "eligible institution" for state financial aid to include private institutions meeting academic standards and participating in federal Pell Grant program by July 1, 2010.
