Amend Minnesota Statutes 2008, section 160.93, to add subdivision 6 defining "double white lines" as two solid white longitudinal pavement markings placed in parallel, in close proximity, and separated by a discernible space.

Allow the commissioner to delineate a priced lane by placing double white lines consistent with specifications established under section 169.06, subdivision 1.

Prohibit the commissioner from preventing vehicles from crossing double white lines to enter or exit a priced lane outside of the times when the fee is in effect.

Establish pricing hour restrictions for Interstate Highway 35W: morning hours from 6:00 a.m. to 9:00 a.m., and afternoon/evening hours from 3:00 p.m. to 6:00 p.m.
